Rear Admiral, U.S. Coast Guard

Prior to relieving as the Director, Joint Interagency Task Force South, Rear Admiral Randall served as the Commander, Force Readiness Command (FORCECOM) where he oversaw the training, readiness assessment, and career development programs for the entire Coast Guard workforce.

Before serving as the FORCECOM Commander, Rear Admiral Randall completed one year of academic and professional study as the Coast Guard’s military fellow at the Council of Foreign Relations (CFR). Before this assignment, Rear Admiral Randall served as Chief of Staff, Seventh Coast Guard District (D7), headquartered in Miami, Florida. In this capacity, he oversaw all Coast Guard operations in the Southeast United States and the Caribbean basin and led a combined workforce of over 9,000 members. D7 encompasses 1.8 million square miles and engages with 34 foreign nations and territories as well as U.S. Southern Command.

Before serving as the D7 Chief of Staff, Rear Admiral Randall commanded United States Coast Guard Cutter (USCGC) James, a National Security Cutter. Rear Admiral Randall is a career afloat officer who has also commanded USCGCs Diligence, Walnut and Staten Island and served aboard USCGCs Rush and Ironwood.

When serving ashore, Rear Admiral Randall served in policy, strategy, and programmatic oversight roles, including assignments as Chief, Atlantic Area Operational Forces, where he oversaw the scheduling, employment, maintenance, and administration of all Coast Guard ships, Deployable Specialized Forces, boat forces, and aviation forces supporting Coast Guard missions from the Rocky Mountains to the Arabian Gulf, spanning five Coast Guard Districts and 40 states. Rear Admiral Randall’s other ashore assignments include tours as the Coast Guard Liaison Officer to the Chief of Naval Operations, Operations, Plans and Strategy staff; Assistant Branch Chief for Enforcement in the Coast Guard’s Fifth District; and the Executive Officer of the North Pacific Regional Fisheries Training Center.

His personal decorations include four Legion of Merits, four Coast Guard Meritorious Service Medals, three Coast Guard Commendation Medals, one Coast Guard Achievement Medal, two Commandant Letters of Commendation, and the Military Outstanding Volunteer Service Medal along with numerous unit and service level awards.

Rear Admiral Randall is from Abilene, Texas, and received his commission from the U.S. Coast Guard Academy in 1993, earning a Bachelor of Science degree in Civil Engineering. He holds a Master of Marine Affairs degree from the University of Washington, and, also, served as the Coast Guard’s Fellow to the Brookings Institution.

Rear Admiral Randall has been married to his wife Linda since 1995 and has one daughter, Alyssa.
